As these Postal
Orders are kept in a
vault, the
door of which cannot be opened
except by the use
of two keys,
of which is in the custody
of the Postmaster General and the
other in that of the Registrar-General; and, as no Postal Orders
can be removed without the
authority of the Colonial Secretary duly signified I do not see that there can
be any objection to Mr. Lister's obtaining half-yearly supplies,
as strongly recommended by him, instead of quarterly supplies, as suggested by General Post Office in London.
